Heavy pollution weather is one of the environmental problems most people care about. After all, it has a relatively large impact on the lives and health of our people. It should be said that since 13th Five-Year, with the deepening of the battle against pollution, the frequency and intensity of heavy pollution in our country and in some key areas have been greatly reduced. I gave a group of data, such as Beijing, Tianjin, Hebei and surrounding areas, 28 cities, 2015 heavy pollution weather, that is, AQI is greater than 200, an average of 36 days, a city on average for more than a month is a heavy pollution weather. But in 2019, it dropped to 20 days, a decrease of about 45%. Serious pollution weather, that is, AQI is greater than 300, in 2015 Beijing, Tianjin and surrounding areas, the average city is 9 days, to 2019 only 2 days on average, reduced by about 80%. The improvement degree of Beijing is even higher. The number of days of heavy pollution in Beijing is 43 days in 2015. Last year, the number of heavy pollution days in Beijing was only 4 days. Therefore, judging from the changing situation of heavy pollution weather, we should say that our way of governance is correct, and we have achieved a reasonable effect. In the face of adverse weather conditions, especially when we say extreme adverse weather conditions, it will affect the quality of the atmosphere, and heavy pollution will return. From the end of January this year to the middle of February, during the Spring Festival, as the reporter just said, there were two heavy weather processes in succession, which is a typical case.

People have such a question, why is this period of time, in the epidemic prevention and control period, the level of social activities significantly reduced, pollutant emissions also greatly reduced, why there is heavy pollution weather? In fact, it is also very simple to clarify this problem, because the quality of atmospheric environment depends on two factors, one is emissions and the other is capacity. When emissions are far greater than capacity, heavy pollution may occur.

Let's see what the emissions are like. During the Spring Festival, the epidemic prevention and control is superimposed. It is true that people feel that the level of our social activities has decreased and emissions have been reduced accordingly. But this part is mainly related to the daily life of the people, such as transportation, dining, and construction sites. However, there are still some things that we have to maintain in the past, such as winter heating, which is just needed. In addition, some industries, some heavy chemical industries, such as iron and steel, chemical industry, coking, the technology can not stop, but also to maintain production, this part is not reduced. Therefore, we also made a scientific calculation, from the end of January to February, during the epidemic prevention and control period, the whole society's pollutant emissions decreased by 30% compared with the normal level, which is what I said emissions.

Besides, what do we think of environmental capacity? In those days, Beijing, Tianjin and Hebei just encountered extreme adverse weather conditions. What is the extreme disadvantage? Winter high temperature and high humidity, that is, high temperature, high humidity, and static stability, that is, no wind or wind is very small, we call extreme adverse weather conditions. Therefore, under such extreme adverse weather conditions, strong atmospheric inversion will occur in this area. Therefore, the comprehensive calculation and the most conservative calculation indicate that during that period, our environmental capacity is reduced by about 50%. The problem is clear. The pollutant emission reduction is only 30%, but the environmental capacity is reduced by 50%. Then, the space is needed to plug in these pollutants. Only by increasing the density and increasing the concentration, heavy pollution weather appears.
