In order to further study the nuclear safety law of the People's Republic of China (hereinafter referred to as the nuclear safety law), we have fully implemented the requirements of the "big training" activities put forward by the party headquarters of the Ministry of ecology and environment, strengthened the legal consciousness of practitioners of nuclear and 188体育官网 safety, improved the quality of imported civil nuclear safety equipment and the professional quality of employees, and organized the first phase of the central security inspection office on 18-19 April 2018. Training for import safety inspection of civil nuclear safety equipment. Deputy director of Chai construction attended the training opening ceremony and made a mobilization speech. Jinggang, director of the security inspection office, chaired the training work.

In the opening speech, Mr. Chai pointed out that the safety inspection of imported civil nuclear safety equipment as a statutory matter has been highly valued at the national level. In particular, the nuclear safety law promulgated in 2017 has brought safety inspection into the national legal category, which provides a solid guarantee for the smooth development of the safety inspection of imported civil nuclear safety equipment.

Mr. Chai stressed that although the safety inspection of imported civil nuclear safety equipment has achieved many achievements in the past few years with the support and support of all the relevant units, however, with the continuous transformation of the international situation, the adjustment and transformation of the domestic economic structure, the unclear prospect of nuclear power development and the impact of the continuous emergence of new pile type technologies, overseas suppliers are continuing. Technological innovation and the maintenance of stable supply of nuclear products appear to be inadequate and unwilling. In addition, the level of integrity of overseas units has declined, and some domestic units have weak sense of law-abiding and lack of sense of responsibility. Violations of laws in the safety inspection of imported civil nuclear safety equipment often occur. All these indicate that there are still many deep-seated and urgent problems to be solved in the supervision of imported equipment. The situation is not optimistic. Based on the above problems, the center has carried out this training activity.

Mr. Chai stressed that this training activity is the process of re learning, re understanding, improving and consolidating safety inspection work for employees in various units, aiming at strengthening the rule of law thinking of all practitioners, improving the safety inspection level of business, guarding the quality of imported equipment, and ensuring the safety of nuclear power plants. Finally, director Chai put forward three hopes for the trainees: first, learning is accomplished. I hope you can abide by discipline and study seriously during training, and master the contents of training in a comprehensive way. Two is learning and thinking. In the process of training, there are some problems that are not well explained, and the management requirements are deviant from the actual work. The three is to apply what we learn. It is hoped that the trainees will apply what they have learned to the management of imported equipment in the future so as to make them learn and use them more effectively and further improve their management level.

In view of the current training, the security inspection office has been elaborately organized and precisely planned. A special training team has been set up, with experienced staff as training lecturers. Training covers safety inspection laws and regulations, general requirements, business processes, work contents, information systems, quality management, performance verification, experience feedback and other import nuclear safety registration inspection related content. The whole training activity lasted for 2 days, and more than 100 trainees from 18 GC operators, engineering companies and major equipment manufacturing units in Southern China participated in the current training. All trainees participated in the examination after training.

Through this training, we have strengthened the awareness and sense of responsibility for the safety inspection workers of imported nuclear safety equipment, defined the requirements and methods of work, eliminated many misunderstandings in the past work, and played an important role in promoting the safety inspection of imported nuclear safety equipment in the future.
